fix(build): use absolute path for config header

We normally construct an absolute path for `BUILD_PLAT`, but callers can
also set it on the command line. If they supply a relative path, the
`-include` option for our generated `config.h` inherits that relative
path too.

This works while we're compiling from the TF-A source directory, but
Mbed TLS is built with CMake, which runs its compiler checks from a
separate build directory. The header has already been generated by this
point, but the compiler looks for it relative to the wrong directory and
reports that it doesn't exist.

Resolve the configuration header's path against the TF-A source
directory so that it remains valid when passed to builds running
elsewhere, which allows callers to keep using a relative `BUILD_PLAT`
without breaking the Mbed TLS compiler checks.

Change-Id: Id623b050ac12ef9033c4ff57bdc51ce16dbb5361
Signed-off-by: Chris Kay <chris.kay@arm.com>

feat(common): make NS range hook a mandatory porting interface

plat_is_valid_ns_address_range() is currently a weak function returning
true unconditionally. A platform that adopts the validation framework
without implementing the hook therefore gets SMC_OK from
smc_get_mem_range() for an address in Secure RAM: the overflow check
still runs, but the Non-Secure range check silently accepts everything,
so the framework's central security property is unenforced while the API
reports success.

There is no useful generic answer to "is this range in Non-Secure
memory" - only the platform knows its own memory map - so remove the
default rather than change what it returns, in line with the project's
guidance against weak functions. Platforms that use the framework must
now implement the hook, and fail to link if they do not.

Document the interface in the porting guide, where it was absent
entirely, including the guarantee that smc_validate_mem_range() rejects
an overflowing base + size before the hook is called. The one platform
that has adopted the framework independently already relies on that
guarantee without it being written down anywhere.

Platforms that do not use the framework are unaffected: smc_validation.c
is in BL31_SOURCES for every platform, but --gc-sections discards
smc_validate_mem_range() and its reference to the hook where nothing
calls it. Verified by building bl31 for fvp (implements the hook), qemu
(neither implements nor calls it) and imx8mm (implements it) - all three
link.

Suggested-by: Sandrine Afsa <sandrine.afsa@arm.com>
Change-Id: I6810408d89d7ff64bbf8952ed7663249993439c9
Signed-off-by: kennethkabogo <kennethkabogo2@gmail.com>
"
