expfmt: add FmtOpenMetrics_2_0_0_rc format constant (#1020)
Add OpenMetricsVersion_2_0_0_rc ("2.0.0-rc") and FmtOpenMetrics_2_0_0_rc so callers can negotiate and expose OpenMetrics 2.0 release candidates separately from the final 2.0.0 version.
