  "message": "[codehealth] raw_ptr phase 1: conditional raw_ptr, raw_ref polyfills\n\nThis patch implements a conditional raw_ptr utility in util/raw_ptr.h,\nand similar raw_ref utility in util/raw_ref.h. When built inside\nChromium (BUILD_WITH_CHROMIUM is defined), it aliases Chromium\u0027s\nbase::raw_ptr and its DPD traits. In standalone builds, it provides a\nzero-overhead, dependency-free polyfill that mimics raw pointer behavior\nwhile ensuring initialization to nullptr and enforcing pointer\narithmetic rules via SFINAE.\n\nBYPASS_LARGE_CHANGE_WARNING: matching parity with existing, complex Chromium implementation.
